1. What is happening to DLL?

The DLL Board of Directors has been notified that a proposal to form a new Dulles South Little League (DSLL) has been approved. The existing boundary area for DLL will be divided into two different league boundaries for the purpose of forming an additional little league called Dulles South Little League.

2. When will DSLL be formed?

We are proposing that the timing of the transition begin immediately in order to formally elect a DSLL Board of Directors. DSLL's first season of baseball operations would be the 2006 Spring season. Once DSLL is formally created, all families at the AA level down to T-Ball that reside within the newly created boundary will be informed that they will now play in the newly formed league.

3. Who initiated the proposal to split DLL, and why?

A proposal to initiate the split was developed and submitted by the 2004-2005 DLL Board of Directors to District 16, the Little League organization that overseas DLL.

Little League guidelines prescribe that a little league should be formed every time population estimates exceed 20,000 households. Based on the Loudoun Department of Economic Development, the areas that cover DLL's current league boundaries have a 2002 population estimate of over 51,000 households. Knowing the estimates for future growth of this area and the desire for the general membership in the southern section of our boundary to discontinue traveling to Ashburn for the majority of their games, the 2004-2005 DLL Board of Directors proposed creating DSLL. This proposal also has the support of the 2005-2006 DLL Board of Directors.

4. What will be the name and form of the new and existing entities?

We propose that the new entity be named Dulles South Little League (hereby known as DSLL) and be formed as a Limited Liability Company or LLC, named Dulles South Little League, LLC. Dulles Little League (DLL) currently plans to retain its name.

5. What will be the boundaries of DSLL?

Starting with the intersection of Rt. 50 and the Loudoun/Fairfax County line, travel west on Rt. 50 to the intersection of Rt. 50 and the Old Ox Road/Loudoun County Parkway (LCP). Travel north on the Old Ox/LCP following the path the proposed extension of LCP all the way to Ryan Road. Travel west on Ryan Road until you reach the western boarder of Brambleton Regional Park (see additional map Exhibit B for clarification). Follow that north to the centerline of Beaverdam Reservoir.

Continue north until you reach Goose Creek. Travel west on Goose Creek until you reach Rt. 15. Travel south on Rt. 15 until you reach Oatlands Road. Travel west on Oatlands Road (650) until you reach Snickersville Turnpike (734). Travel west on Snickersville Turnpike until you reach Cobb House Rd (629). Travel south on Cobb House R. until you reach Rt. 50. Travel east on Rt. 50 until you reach Champe Ford Rd (629). Travel south on Champe Ford Rd. until you reach the intersection of Champe Ford Rd. and the Loudoun/Fauquier County Line.

Travel east on the Loudoun/Fauquier County Line until you reach the Loudoun/Prince William County line. Travel east on the Loudoun/Prince William County line until you reach the Loudoun/Fairfax County line. Travel north until you reach your starting point which is the intersection of the Rt. 50 and the Loudoun/Fairfax county line.

6. What divisions of play will DSLL offer?

DSLL will be formed for the following divisions of play: T-Ball, Rookie, A and AA. The newly formed league will further agree to add a AAA program in Spring 2007 and a Majors program in 2008.

7.Will DLL allocate any fields to DSLL?

Yes, DLL proposed that the Little River, Mercer and Hutchinson baseball fields will immediately go to DSLL’s control. DSLL will also get enough field allocation at the Lions facility to satisfy their scheduling needs for the 2006 Spring season. DLL shall have the right to give up control of Lions Field at any time prior to DSLL’s need for the entire facility.

8. I'm in the new DSLL boundaries, but I prefer to stay with DLL. Do I have a choice?

DLL will NOT file "Regulation II(d) waivers" to allow players residing in the new league’s boundaries to stay in DLL, with the exception of players that are siblings of players that are hereby eligible to play in DLL.

If any player chooses not to stay in DLL, they shall declare their intention prior to January 1, 2006. If they choose to stay and are selected in the AAA or Majors draft, they shall commit to playing in DLL for the 2006 Spring season and shall not be permitted to play in DSLL until the 2006 Fall season. If they declare that they will play in DSLL up to the January 1, 2006 deadline, they will not be permitted to play in DLL for the duration of there Little League career. This declaration must be made in writing (or via email) to a DLL Board member prior to January 1, 2006. If the declaration is not made, the DLL Board of Directors will assume that they will commit to playing in DSLL.

DLL will file Regulation IV(h) waivers on behalf of a parent to allow such persons residing in the new league’s boundaries to stay in DLL if the person has served the DLL as a manager, coach or member of DLL’s Board of Directors anytime in a previous spring season. Click here for more information.

10. How will the formation of DSLL affect registration for the 2006 Spring season?

Online registration for the 2006 Spring DLL season will begin in early November. The online registration process will be similar to the process used for the previous three DLL seasons. (There will be no walk-in registration for the DLL Spring season.)

Online registration for the 2006 Spring DSLL season will also begin in early November. Registration for DSLL will appear as a separate "program" on the DLL registration website. A walk-in registration date for DSLL is TBD. Any walk-in registrations for DSLL will be entered into the online registration system by DSLL Player Agents.

DLL and DSLL Player Agents will review all registration records to ensure players are registered for the proper league. Parents will be notified if a move from one league to another is necessary.

12. My player will be the same Playing Age in the Spring as they were last year. How will that affect their draft eligibility or playing division assignment?

Due to the recent change in eligibility date from July 31 to April 30, some players (with birthdays between May 1 and July 31) will be the same playing age as last year. Player Agents will review these players on a case-by-case basis. Depending on playing age, playing experience, parent preference and Player Agent discretion, some of these players may be eligible to play in a higher division than their playing age alone would dictate. If you have a player with a birthday between May 1 and July 31, please indicate on your online registration form whether you'd like to have your player considered for the next higher division, or if you'd like them to be placed according to their 2006 Spring Playing Age.
