2004 was a good year for DLL All-Star teams. This page presents a recap
of some of the notable accomplishments.
The Dulles American 9/10 represented District 3 in the
State Tournament at Bridgewater and had a good showing, ending up as
the next-to-last team eliminated.
American won the honor of playing in this tournament
by sweeping the Area
1 tournament and going on to take the district title.
American 9/10 Takes
District Crown
The Dulles American 9/10 team, District 3 Northern Division winner,
defeated Elkton, the Southern Division winner, 7-2 in a come-from-behind
win at Freedom Park in Leesburg on Friday, July 9. Because Elkton
had carried a loss forward from the semi-finals, this gave Dulles
American the District title.
An exceptional pitching effort, great defense, and aggressive base-running
highlighted this "team effort" win over a very good Elkton
team. Tyler Mocabee pitched all six innings for the win.
American will play in the State Tournament in Bridgewater
starting Saturday, July 17.

1 Tournament Results

11 Area 1 Champion
On Tuesday, July 6, Dulles American won the Area 1
11 Tounament by defeating Upper Loudoun American for the Area 1 Championship
in a winner-take-all playoff game after both teams finished pool play
with a 4-1 record. Dulles American's only loss in pool play was in
their first game of the tournament to the same Upper Loudoun American.
They avenged the loss in the deciding playoff game.
The Dulles American 11 team ended their fine tournament
season at the hands of Front Royal, who will represent District 3
in the State Tournament. Congratulations Front Royal on a fine effort,

The Tournaments of Area 1: Results
All-Star Managers
Congratulation to the 2004 All-Star Managers. These
candidates were selected by their peers and then approved by the Board
of Directors.
American League:

Format
DLL will field six All-star teams to participate in
Little League-sponsored tournaments. The DLL American League and National
League will each field a team for the Majors International Tournament,
the 11 tournamant and the 9/10 Tournament. This is the first year
that there has been an official LL-sponsored tournamant for 11s.
For all three tournaments, the DLL teams will first
compete in the District 3 Area 1 tournament against teams from Central
Loudoun Little League and Upper
Loudoun Little League. The Area 1 tournaments use a round-robin
format with each team guaranteed to play five games. For a team to
be eliminated from winning the tournament, it must lose two games.
To handle cases where either no team has less than two losses or more
than one team has less than two losses at the end of round-robin play,
there is a provision for playoff games following the round-robin portion.
For instance, if team A finishes the round-robin with a record of
5-0, and team B finishes with 4-1, team B is not yet eliminated because
it only has one loss. A playoff game would be held between A and B.
If A wins, B now has two losses and A is the champion. If B wins the
play-off game, a second playoff game would be held, with the winner
advancing.
One team from the Area 1 tournaments will emerge to
face the winner of Area 2 for the Northern Division championship of
District 3. The Northern Division winners will play the Southern Division
winners for the District 3 Championship. The District winners will
advance to the Virginia State Championship.
The 11 and 9/10 tournaments ends with the state championship.
The Majors tournament continues with the state champion representing
Virgina in the Southern Region Championship, held in St. Petersburg,
FL. The Southern Region champion will move to the Little League World
Series, held in August in Williamsport, PA.
Tournament Rules
All tournaments will be played using the Little League
Tournament Rules, as contained in the 2003 green book. There are considerable
differences between tournament rules and regular-season rules. Managers,
Coaches, Umpires, and Parents are advised to familiarize themselves
with the differences. See this

Some of the main rule differences:

There is no continuous batter order

Minimum play is one at-bat AND play in the field
for three consecutive defensive outs

If a team fails to meet minimum play for each
player, they forfeit

Players may enter the game unlimited times; once
they appear at a certain spot in the batting order they must appear
at that same spot anytime they are in the game.

Once per inning, a player who is not currently
in the line-up may be used as a Special Pinch Runner, which does
not count as a substitution
-
10 run rule is used

Pitching resting requirements are very different
